Actually the speed hack d/c theory is:
When you speed hack, the passive HP and MP recovery rate will be boosted too. However, this will be detected by server, that causes you d/c. The speed hack anti-d/c will cancel out passive HP and MP recovery over time.

Nope. The system detects your walking speed with your speed (in stat window). If =/= then d/c.
