First:

Right Click > Permission
Add > Advanced > Find Now > Select "Everyone" > OK > OK - Tick Deny for Full Control > OK
Click on Administrator > Tick Deny > OK
Make sure it "include inheritable permissions from this object's parent"
You should have something like this now
Lastly, reboot your computer.
If you think you have screwed up, File > Import and select your backed file.

It is the Kernel Driver for Hshield. If you do not disable it, you can't even do debug register.
The MLE Kernel driver is still working but must disable EagleNT.sys. CrippleHS do the same think also disable the hooking to Kernel driver. Last time you can read it in CEF. But now they have remove Maple Section.
