What is the difference between Adobe Photoshop and Photoshop Elements? is price the difference? I would imagine what it offers is different also. Are they 2 separate programs or PSE an upgrade to photoshop?

Photoshop element only have those basic function.
It does not include function like 3D rendering and some other tools.

it's 2 different programs
opt for photoshop, just like guyz92 said it's basic
let say you support original products
go for elements if your gfx not that high end e.g. 3d rendering and such
and element's cheaper compared to photoshop
