Nope, it will be client sided.

Mkay thanks boredness. So means if i edit it for haste it will 'appear' as lvl 20 haste in my comp but other ppl will see it as lvl 1 de?

Yes cause it's server side only you can see it work like lvl20 but in the game it still lvl1
