Ways to deal with 0-posters so as to prevent leechers

Well. I got an idea.
How about not allowing 0-posters to download hacks so as to prevent them from leeching?
And there are so many 0-posters....To be exact - 2680 of post time.
And maybe we can remove them too. Having too many leechers and downloaders makes a bad community.
A community should consist of people who share

Make a new grade: Reg+ members like GzN did.
Rules to join Reg+: (suggested)
1)Must at least have 100 posts.
2)Must joined XMT at least 2 weeks.
3)Trusted of course.
4)Must at least contributed something to XMT (TUT, release, idea, helped someone......)
5)Those who have high experience in hacking may have instant access to Reg+ (like me, xChaoticx, blacknightjr....)

Benefits of Reg+: (suggested)
1) Access to Reg+ section
2) Can download things from XMT

Why not make, 0 Post can go in Maple Dicussion Forums, 50+ can go in Download section...if the 50+post spam in download section, make their post 40+ so they cant come in for the time being...Also give them infraction.
