y i cant open my HaRepacker or RRepacker?

i cant seem to understand y i cant open HaRepacker...
everytime i double click it, (HaRepacker.exe - Application Error) always pops out..
its written inside "The application failed to initialize properly (0xc0000135). Click on OK to terminate the application."
what does it exactly means? argh i cant open it! if any1 can explain why?
same goes to RRepacker..

try to run it as administrator... alternatively, go to properties >> compatibility>> tick run as administrator and choose window xp (service pack 2) for vista users.. if it still happens, try to close ur antivirus or update for framework.. i hope this will help ..
