Sorry to disappoint you, but UGM's are not equipped with the full powers of a GM. They are also rid of the ability to ban.
However, they do take down evidence and ign's and the characters caught will usually be banned in a day or two.

Typhon and oberon vac is extremely dangerous now, and i think it's not worth risking any level or account hacking at these places.

If you know how to do some simple edits, they are actually many alternative spots, albeit lousier spots but still spots better than legit training

errks, UGM's have the power to ban straight away , as long as the ign and video is taken .

Well, I do remember some signs that something wrong with my Typhons and I Ignore the Signs and might lead to ban.
Because with Delay Freezed Typhons it sometimes it Flys away like knockback
