Potential stat , MP increase

As topic above, potential stat can make it +int. But it is client sided. I heard that 10int=1mp every time u level up, so if the client sided potential stat with int of 1000, will the MP increased by 100 every time u level? Sry I'm a noob.

Server should have a calculator to calculate possible out come. So this should not work.
