Cause Wiring is costly.
So the smaller the country, the easier and cheaper it can go.

Also Optical fibre is a kind of political issue. What i heard from my lecture who last time work in Singtel is that Government does not own the traditional line(telephone/ coaxial cable). So government come out with fibre and all other service provider must listen to the government. It is also a way the government finds out what the end user surf and also easier to catch torrent.

Brunei uses copper wire, which is the cheapest.
And most people in Brunei stays in the Brunei-Muara district.
And Brunei is as small as Singapore, just a bit bigger, not sure by how much though.

All the plans are awesome, but I always love to use that one, who gives a good speed, It doesn't matter this cheap or costly.
