1mbps internet gone for good?

I heard 1mbps is gone for good and even if that exist, it only cost $3/month...Well, i'm changing my internet. But need to find good plans. Any to introduce? Must be cheat and fast!

I am very sure it will be very fast.

i'm using singtel, and i always dcs.
