Paint.NET something like photoshop its free

Its kinda awesome, and i heard from magazine it have some function better than photoshop...need psd plugin to open psd file
because the Photoshop cs4 have alot of problem(cracked) and i prefer to use this
and its size is smaller

I used this apps before.

i am just annoying because photoshop keep says something license error and reinstall it need to wait ...
